I can only attribute this to the quick thinking and careful planning of the local municipality.  Faced with a difficult decision of how to deal with this misaligned curb cut at a local elementary school, the"powers that be" decided that an inexpensive yet creative solution was in order.  Why spend money on a costly handicap accessible crosswalk for the kid when a can of paint and some asphalt patch will do the trick.
